How can I make small pieces of fabric float?

I bought precious petals (fake flower petals). They’re made out of fabric and I really want them to float in water for a wedding center piece. Is there something I can put into the petals to make them float (maybe a spray or piece of something?)
a little bit of cork would also work well
or a bubble or two froma piece of bubble wrap. =]
