how do you use floral foam?

I'm trying to do a centerpiece where you poke flowers into a floral ring. Do you soak it in water?
I have it soaking in the sink and it doesnt seem to be taking in water very well. How long does it take to soak?
First you need to get a roll of this clay type tape. You rip off a piece of it and stick it onto the bottom of the container and press the floral foam into it. So it stays stable. Yes you soak it to water the flowers you put into it for an arrangement.

2009 Feb 10 2The green foam is for dried flowers. You want the brown kind. That's the one that soaks up water.
